I do not think that man/womankind is inherently evil. I believe that we are all innately good, that we all have the capacity to do good. I believe that whether or not someone “succumbs to savagery” depends on a combination of factors: society, environment, childhood experiences, etc.
It’s like when someone who grows up to be an abuser of children says that they are like this because they were abused as a child. Yes, of course that has something to do with it, but in no way is that an excuse for abusing children yourself. It’s a related factor, but it is not the direct cause. There is self-control in most cases. That’s simply my opinion.
Without structure, some of us would succumb to savagery/decline, yes. But not all of us. And it’s also interesting: without structure, some of the people who are considered “good” and not evil may completely turn around and do horrible things.

P.S. My definition of structure would be a set of coherent, basic rules that humans are supposed to follow, a kind of net that holds things like morals, values, ideas of what is wrong or right, etc.
